My front desk computer in the shop has an Athlon 64 x 2 fitted with a Radeon HD graphics card, which today is considered a legacy GPU and although drivers are available for Windows 7 and 8, an HDMI connection to the monitor will cause an underscan. Neither does Catalyst Control Center open fully with the legacy drivers and shows a cut-down version with minimal options.
But there are some methods available for fixing the problem and as usual, I happened upon the easiest route last of all. Carry out the same exercise on the key, close Regeditadjust your resolution to and you should find that the underscan has now gone.
I then right-clicked on the driver package, set compatibility to Windows 7 and clicked run as administrator. I then went to device manager, selected the graphics card and clicked update driverbrowse my computerlet me pick from a listselected the HD model, clicked have disk and then pointed to the extracted AMD package.

Once this was completed, I installed the Catalyst driver in the normal way but with compatibility with Windows 7 and Administrator rights, hoping that Catalyst Control Center CCC would function normally and allow me to adjust the annoying underscan.How to fix AMD overscaling, no bullshit.

To a time when huge, heavy CRT televisions ruled the living room I know some of you are trying to forget those day, I apologize. It was a dark time for TV watchers. The answer was overscan, which essentially cuts off the edges of the picture to ensure all the important stuff shows up on the screen in a pleasing way—no content gets cut off, nothing is off-center, and no black bars appear due to a picture being resized.
Makes sense, right? In fact, content creators defined three areas of all displays so they could make sure all content would display correctly:. This sort of standardization gave producers and directors a guideline to go by so nothing valuable was lost, but also ensure that nothing was left on-set that would later show up on-screen for televisions that showed more of the picture than others. But overscan still exists. In fact, the crop-and-zoom method of overscan often reduces picture quality, making it something that is not only unrequired, but undesirable.
Analog has no way to attach additional information to the picture like digital does metadataso this data is tucked neatly into things like blinking pixels or scan lines—think of it as Morse code for TVs. While the majority of everything is completely digital from end-to-end now, there are still some analog-to-digital conversions going on.
This, of course, is incredibly annoying—especially for non-broadcast content, like games or Blu-rays. With me so far? Nothing good can ever be easy, right? Do you even still have the manual? Probably not. I bet you can find it online. So even if your TV has overscan turned off, your set-top box might still be stretching the picture. And of course this will only apply to that connection.
At least you can disable it on most modern televisions though, so you can get rid of it in your own living room. Welcome to the new world.

I'm running an AMD HD X2 cards on my old system, and tried your above workaround but it doesn't seem to fix the issue. Hi Tucker, We have a workaround to try. Open the Device Manager, open Display Adapters, right-click on AMD device and click uninstall After the driver is uninstalled, the monitors will flash and the screen resolution will change.
Super User is a question and answer site for computer enthusiasts and power users. It only takes a minute to sign up. However it says that it can't start! My main monitor is connected to my PC via a HDMI cable and the display is not full screen there is a blank padding area around display.
The basic idea is that AMD would rather underscan some people whose HDMI displays don't overscan, and create too small of a picture blank spaces around the picturerather than not underscan and cause people whose displays always overscan with no setting to change it and incorrect EDID information to have the desktop display too large.
The argument is that if the desktop is too large, then the user can't see where the Catalyst icon is or the start menu, and they therefore can't navigate the UI in order to make the appropriate change. So they are sticking to their guns on underscanning by default on HDMI to ensure that nobody gets stuck with a desktop that's too big for their screen with UI elements hanging "off the screen".
I don't agree with the policy, but that's the way it is. It also seems to be a fairly unique decision among graphics driver developers, as I can't reproduce the weirdness on a number of other non-AMD devices: Android tablets, Nvidia cards, and Intel on-chip graphics. I can't personally test this solution, but it appears that it worked for people on fairly recent drivers, so give it a shot: go to Tom's Hardware or I'll just re-post it here:.
Note that this applies to both Windows and Linux. The purpose of defaulting to underscan is not so we rely on HDTVs to overscan back to full screen. This would be horrible due to the image quality loss on the downscale by GPU and then back upscaled by TV. In this case, the TV will overscan the image and so the menus will typically be displayed off the edge of the screen and prevent the user from easily accessing them.
However not many manufacturers properly set that property in the display's EDID so we fallback to the default of underscanning. Underscanning should only be the default on HDMI.
DisplayPort or DVI should not underscan by default. I couldn't get it working with my Radeon HD on Windows 8. I tried everything including. I also quess that "" is the first screen, "" is the second and so on the first one is my HDTV and the second one a common PC monitor - which had TVEnableOverscan set to 0 already. I used steffen's answer to get this working on Windows 10 and tracked it down in a bit more detail. Prior to the Windows 10 upgrade it was working fine on Windows 8.
Firstly, on Windows 10 the unpacked installer package Instead I went to Device Manager and uninstalled the display adapter, checking the box to delete the driver. I right-clicked and chose update driver, then chose the option to specify the driver myself.
It was reporting the correct, older version of the driver. At this point I was able to adjust the overscan whilst running Process Monitor and watching which registry values were being set when I pressed Apply:. These are 0 with overscan fully off to the right in the GUI and increase by one for each increment of the slider to the left. Finally, I again uninstalled the display adapter driver from Device Manager including deleting the driver.
Windows automatically went through another prolonged detection cycle and returned to the original, Microsoft-supplied driver. For some reason CCC appears to still work and now displays the more modern driver version.
This allowed me to make the change in the GUI again and observe the effect. More confusingly, the second time around it appeared that my display was at 60Hz instead of 59Hz, so the relevant key had changed slightly. I did not test this without having first installed CCC but it was still working after removing it. I can only assume they are read by the driver: at worst at startup and probably on every major display event like changing resolution. After install TH2 the overscan was back and worse.
The binary blobs have changed size and the default is now 8 instead of 2. The driver version remains the same and the location of the binary data remains the same. I initially mis-read the hex offsets in RegEdit, so installed the same Catalyst Log in Register.
Also when mirroring or running a game off steam for instance in x, there is a significant black border on the surface itself. Even bringing down the resolution from native to match the program still produces this undesired black border on the surface display. Will there be a way to scale up x resolutions to fit the surface's display?
Is there a work around now? Thanks in advance for reading and responding. I'd really like to keep the surface but I feel like these kinds of lingering issues are pushing me towards a return unless a fix is on the horizon.
Fixes all of the issues previously stated. No issues to report. New tip, thanks for the report. Marked it as solved. Tech support has been absolutely useless: they update my machine and even went so far as to suggest that I should refresh the device losing all of my installed desktop apps in order to confirm it's not a hardware malfunction. The link from OP is now broken. The issue persists. I think it's safe to say that this thread should not be marked "Solved" until such time as Microsoft and Intel put their heads together and release driver updates that address this issue.
Thanks for the tip, do you have a link handy? I'm browsing Intel's site without much luck. But won't the driver roll back the next time the machine updates? I wish I could get that far. I've just spent the last half hour trying to manually update the driver.
Each time, it tells me that the latest version of the driver is already installed.

I tried first uninstalling the driver beforehand, but it seems to just reinstall itself. I'll post back here with some screenshots in a few minutes.But after some research, I got to know that editing the Windows 10 registry will fix this overscan or underscan problem of AMD graphics card.
So, I just gave a try. Users of the forum even posted that this tweak to the registry did fix the series of AMD graphics too.
So, if you have an outdated series of AMD graphics cards, you should try this one. Here are the steps you should follow to rectify this black border issue when you have the onboard graphics of Radeon or series.
First, you need to take the backup of the current registry. This will get you the Windows 10 registry and then move to File then choose Export.
Underscan over HDMI on AMD Graphics Cards
Choose the location and have your current registry backed up. Now follow this path. Inside the Video folder, there you see some different folders with long random names. You will be taken to the screen resolution settings and there you need to pick the right one with the monitor refresh rate.
Mine is a 59hz refresh rate monitor, so choosing this one. Now in this window, you will see some numbers. Just place the cursor, press delete then enter 0.
When done, close the registry settings then reboot the computer. Alternatively, you can even check for the screen resolution options by moving to Display settings then choose the desired resolution. This method is tested with AMD Radeon series graphics and worked well with,and Save my name, email, and website in this browser for the next time I comment.
